John Weil

Director & Principal Civil Engineer

BEng (Hons) MIEAust CPEng NER

CivPlan’s Director and Joint Founder, John, is a Chartered Professional Engineer with over 20 years’ experience and has developed a broad depth of expertise within both the civil design consulting field and civil construction industry, in both Victoria and New South Wales.

Civil Engineering sectors of experience include roads, drainage, pavements, sewer and water design, construction and supervision, bridge and culvert construction, large building foundation construction as well as mine infrastructure projects. John has experience in the design, supervision, and management of residential, commercial, and industrial land and property developments, in particular the design of road geometry, site grading, stormwater quantity and quality modelling. He has also designed and supervised a range of sewer and water main reticulation projects.

John’s extensive experience in the construction of highways and residential land developments make him well suited to undertaking project management and on-site superintendence work.

When John is not at work you can find him entertaining his wife and three boys surfing, snowboarding, mountain bike riding or brushing up on some finance and stock information.

Amanda Weil

Business Manager


CivPlan’s Business Manager and Joint Founder with her husband John. Amanda is an essential and dependable all-rounder who helps bring the business together. This includes, but is not limited to, driving the business administration, accounts, fleet management, training and developing the cultural importance of CivPlan.

With over 10 years’ experience as a Business Manager and Director for small businesses, this gives Amanda the expertise, skills and knowledge required to coordinate CivPlan. From leading and planning CivPlan’s industry path, to assisting the team and projects reaching their desired outcomes. Amanda is a reliable and integral part of the team.

When away from work Amanda spends time with her husband John, and three boys being active in nature including snowboarding, paddleboarding and mountain bike riding. She also enjoys reading when she gets a quiet moment.

Josh Eves

Civil Engineer

Josh is one of CivPlan’s qualified Civil Engineers who began his journey with the company 2021. Starting as an undergraduate, his skills were quickly noticed and was hired as a Graduate Engineer. Since then, he has evolved into the dependable Civil Engineer he is today.

Throughout working on CivPlan projects, Josh has gained next level experience in civil design such as road, stormwater drainage, sewer, water and project management. His knowledge and understanding on all projects continue to grow and shows through in every design he manages and completes.

On the weekends and in his spare time, Josh enjoys getting out and being active. The Oztag nationals are usually on the cards as well. Josh also enjoys hanging out with his mates for a cheeky beer on the social scene or DJing at parties.

Lucas Costa

Civil Engineer

Lucas is a Civil Engineer who established his career as an intern engineer in Brazil in 2013. Upon completion of his Civil Engineering degree in 2018, he then progressed and worked across various areas of construction. These areas and roles encompassed specialising in design of steel and reinforced concrete structures, construction management of high-quality residential developments, commercial building renovations, infrastructure and also in the area of both civil and structural design. All of which allowed him to develop a solid knowledge base within the field of civil engineering.

Since commencing with CivPlan in 2022, Lucas has developed experience designing infrastructure projects, which has allowed him to implement his prior experience and engineering skills in a variety of projects such as roads geometry, subdivision planning, stormwater quantity drainage and rainwater quality treatment, flooding studies, construction and design of culverts, water and sewer design.

Lucas is passionate about civil engineering, and the fact that he is very attentive to detail, boasts critical and efficient thinking. This makes him a very skilled professional who can apply knowledge to explore different possibilities and new technologies aiming to achieve great results on projects that he is involved with.

In his spare time, Lucas is found surfing, camping, exploring new places with his wife or meeting up with his friends.

Joel Moy

Civil Designer

Joel is one of CivPlan’s Civil Designers. Joel bought his designing expertise to CivPlan in 2022. Prior to this, he has been drafting and designing since 2016.

Joel has developed and honed a broad range of skills which have been utilised to complete engineering designs and drawings sets. From single lot developments to large multi-staged residential subdivisions, Joel has adapted his approach to projects to provide the best product for CivPlan’s clients and goals.

Joel thrives when he can get into the nitty gritty of design work learning all kinds of tricks and skills in the process and whenever he can he enjoys collaborating with his peers on drafting and design solutions.

In his spare time, Joel enjoys playing computer games, soccer and spending quality time with his partner.

Aerson Duya

Civil Engineer

Aerson is a Civil Engineer who established his career in the Philippines for 12 years. From the time he graduated, he immediately started to work in the as a field engineer, in particular, with high-rise buildings and tunnels in one of the major cities. Throughout his career, he worked as a project and construction manager in various fields namely, manufacturing, new community developments and in the dewatering industry.

Starting in CivPlan in 2023, he has dedicated to honing his technical skills with civil design of roads, subdivision lots, stormwater drainage, sewer, and water. With his commitment and work ethics, he has developed the professional skillset and produced valuable results on projects across the region.

With Aerson’s experience in the construction industry, he is showing his passion to shaping the urban and rural landscapes of multi-faceted areas. With his keen attention to detail, he thrives into highly organized environments. He pledges to ensure precision and excellence in his work, navigating seamlessly with programs, and demonstrating his expertise in tackling complex challenges in civil engineering.

As a highly motivated and competent professional, Aerson is poised to contribute significantly to CivPlan’s continued success, bringing a blend of technical expertise, leadership experience, and a passion for innovation.

Aerson’s enjoys traveling with his wife and two active boys, exploring new places, and indulging in retail therapy.
